In an ideal, fiscally unconstrained scenario, a broader scheme could run into the billions and target a wider swath of industry. Treasury officials, however, remain skeptical that a larger outlay would generate sufficient long‑term growth and tax revenue to justify the expense, a view reportedly shared by Chancellor Rachel Reeves.
